A group of academics have been impelling the discussion and application of concepts and methodologies about human development, in Latin America and the Caribbean, since 2006, in coordination with the International Association for the Development and Human Capabilities (HDCA).
The promotion of the Human Capabilities Approach is specially needed in Latin America considering the inequality there and the way it grows although the level of economic richness various Latin American countries have. Likewise, democracy has extended and consolidated. Although that, governments and societies of the region can still not secure most of the people will receive an education of quality, will have access to a good health system and will have the economic condition that can enlarge their possibilities. Neither is respected the “multiple identity” of people, in virtue of the absence of cultural freedom. Besides that, at present, violence and organized crime appear as new barriers in the process of enlargement of people capabilities.
The human capabilities and human development approach continues to be studied and applied in different parts of the world as well as in Latin America and the Caribbean. The subject continues being discussed at universities, government offices and the Regional office of the UNDP although key questions continue without any answer for the approach to advance in its theoretical aspect as well as the practical one. For all these, the realization of the conference is proposed, to continue the work begun in the previous conferences: México city, Mexico (2006), Montevideo, Uruguay (2008) and Porto Alegre, Brazil (2010).
Up to the moment, the previous Conferences presented different theoretic, methodological and research reflections, in relation with the concepts of the human capabilities approach and for that it is considered necessary to advance in the debate considering applied works in specific fields as education and work, as primary but not exclusive axis.

The organization hopes to receive contributions that examine the Human Capabilities Approach as interpretative frame of our region reality, in the following fields:
The organization will welcome theoretical contributions that expand the scope of the Human Capabilities Approach, as well as applied works that answer to the different realities of Latin America and the Caribbean.
Works can be presented in Spanish, Portuguese or English.
Professionals and academics: $ 200 (for Argentine) or U$$ 50 (for foreigners)
Students and interested people: $ 80 (for Argentine) or U$$ 20 (for foreigners)
Students and professors of Universidad Nacional de Lomas de Zamora will have total scholarship.
At the same time the university will give inscription scholarships to the authors of selected works. For the request of a scholarship, authors must have sent the final version of their works, before March 13th, 2012, that have to be approved by the Committee.
Works to be considered must present a contribution in theoretical, methodological or practical terms, to the study of human capabilities.
Authors must send an abstract to be selected by the Committee according to the norms and date mentioned in the following. All the approved abstracts will be informed and will be part of the digital abstract book of the conference.
Authors that want that their works will be considered for the book that will be edited of the Conference, should send their texts, according to the presentation norms, mentioned following and in the established date.

The Lomas de Zamora University will publish a book with the main conferences and the works selected by the Committee.
The university will also publish an abstracts book, in the web site of the conference, with all the presented abstracts.
